Exactly like this happened in 2004 olympics in mens 100m fly. They selected the World Record Holder to the medley relay final. They did not enter olympic champion Michael Phleps to the medley relay final.
Actually M Phelps volunteered his spot in the relay final to Ian Crocker that year since he was already guaranteed a medal by swimming the fly leg in the prelims iirc.
