Notes for Photoshop users. If something isn't listed here it's most likely in a very similar place and named the same way as the video shows in ClipStudio Paint.
Level Correction, which is used extensively in this tutorial, can be found by selecting a layer and pressing Ctrl + L (Mac: Cmd + L).
1:47 With the selection tool still active, right click -> "Layer Via Copy"
1:55 "Filter" -> "Distort" -> "Wave" and select the "Square" type. Sadly the preview window is super small so you'll have to experiment a lot more.

5:00 First click "Image" > "Mode" > "Grayscale", then again "Image" > "Mode" > "Bitmap", select the same DPI as you're using for your image. Under "Method" select "Halftone Screen...". Click okay and now you get to change the halftone settings. Probably want to use "Round" but feel free to experiment.
6:45 Right click the layer for "Create clipping mask"
Another way of generating the basic VHS noise: Use "Filter" > "Render" > "Fibers", rotate the result 90° and then use levels for the contrast.
7:43 "Filter" > "Render" > "Clouds". Sadly it doesn't give as many options when generating so you need to scale/transform it afterwards. Also make sure to have a proper black and white selected as the fore- and background colors. Otherwise the noise will be colored or grayish.
Alternatively, use the built-in "Filter" > "Noise" > "Add Noise...".
8:58 "Convert brightness to opacity": Select the layer and go to the "Channels" tab. Ctrl + Click (Mac: Cmd + Click) the RGB channel. This creates a selection. Click "Select" > "Inverse". Copy via Ctrl + C and paste it into a new layer using Ctrl + Shift + V. Holding shift makes sure that the content is pasted into the exact same location. Inverting the selection before copying makes sure that the black pixels stay opaque while the white pixels are turned transparent. Skip "Inverse" for the opposite effect.

It's Great! i'll use the noise technique, normally i try that my ilustrations don't look so... flat(?) and i try to add some textures but not always looks like i want, so i'm gonna try this, maybe it could look good xDD thx for another awesome tutorial :DD

Click the gear icon in the bottom right -> Subtitles -> Auto translate -> Russian. It's not perfect but Laovaan doesn't speak Russian so it's better than nothing ;)
