KND Clan I don’t know, just because he has equal potential doesn’t mean he has the same drive. I think the idea is that buggy is just happy being a low level pirate with a crew while skanks wanted to be the best he could.
About the thing of Luffy being an emperor though. I see a lot of comments about how Luffy isnt really at the power of an emperor, but when you break it down he kinda is. Not in terms of manpower nor the ability to beat any of the other emperors in a 1v1 perhaps, but in terms of what he has accomplished against the world government and the status he should have, he is well deserving of the status as an emperor (aside from the fact that I assume the world "emperor" implies he has to rule over some sort of territory, but at least Fishmen Island is a start). I mean, just look at what happened in part 1. His crew basically fucked up Enies Lobby and leveled that shit to the ground (yes, I am aware of it being the buster call, but from the world government and the average citizens perspective, they did), for then to shortly after stage a break out from what is supposed to be the worlds impenetrable prison where the government holds all of its worst criminals. He then played a crucial part in what I assume is one of the greatest wars that world had seen for a long time , and even managed to escape that hellhole with his life. Keep in mind that these 3 events ended with the destruction of 2 out of the 3 main government controlled strongholds in Paradice, with the only exception being Impel Down that was at least still structurally ok after Luffy's unprecedented breakout. In total he has also now taken out 3 warlords, something that should have quite a lot of symbolic value considering how the 7 warlords are supposed to be there as a symbol of the governments power, and a warlord being taken out does not appear to be something that really commonly happened before Luffy came around. Also, thats not even including Jimbei, a former warlord who is now informally on his crew, and Law, another former warlord that essentially defected to work with him (yes, that's not the full story, but that's probably how it should look from the governments perspective). I those accomplishments in part 1 alone, as well as how much he has managed to fuck over the entire warlord system, should be enough to put him at least of a similar, if not far greater nuisance level to the world government than any of the 4 emperors. Now I'm in NO way saying that he is a greater threat than the other emperors in terms of power, but what I however am saying is that I highly doubt any of the other emperors have done even half the damage to the world government that Luffy has done so far in the story. After all, the world government appears to have overall been rather stable for a long time, before Luffy came in and fucked everything up. In fact one could reasonably argue that Luffy's bounty should even be higher than that of an emperor, as the financial benefit of stopping Luffy from continuing his rampage of destruction could reasonably be higher than the benefit of capturing any other individual in the entire one piece world. If anyone disagrees with that statement, my counter argument is this: How much money do you think the destruction of Enies Lobby cost the world government, and what do you think the sum total of the bounties from all the prisoners who escaped from impel down might have been? Would love a video on this topic btw
you forgot to include punching Charloss, a world noble, and not just escaping from kizaru on saboady, but doing so with the assistance of Roger's former first mate, then fighting against all 3 admirals at Marineford. those acts alone should warrant a 500 million bounty at least combined with the damage at enies lobby and impel down, plus the fact that he has fought and survived against 4 of the 5 admirals in the story. as well as living against sengoku in his buddha form. honestly when you look at all of the things he's done in just part 1 it seems like he should have already had a billion berry bounty
I agree with everything else, BUT I think that you're giving luffy a little bit too much credit for the destruction of Marineford because most of that was whitebeard. I would say that he probably was a key factor in Marineford because he had freed ace but other than that he really wasn't doing anything until then.
I bet the wg kept choppers and bepos bounties so low because they didn't want to admit how much they fucked up the first time. Think about how embarrassing it would actually be for them to correct bounties that low. The few people who know are "just pirates", and who's gonna take their word for anything? "The World Nobles are gods on earth, you *must* obey them!" "Our Navy cannot be stopped by anything!" This is the story they *have* to perpetuate through the world in order to keep their stranglehold on it.

Also, they may not know that she spent the last two years hanging out with the Revolutionary army, so whatever she got up to with them, if that got out there, might also be a factor.

i think the bounties have A LOT more to do with what that person has done, but still take into account their connections, knowledge, and ability to threaten the world governments hold on the world. With Robin's bounty i think this is most prevalent, she was given a 79 MILLION beri bounty at the age of 8, but then was never heard or really seen from again for like 10 years if not more, and they didnt really know of her doing anything "bad" up until the whole Alabasta incident, which is why they never raised her bounty. Same thing even now why it isnt any higher, because yeah WE know everything she does whenever the Straw Hats fight somebody, but the World Government most likely doesnt, the public definitely doesnt. Its whatever the news reporters and government officials see as the most important stuff, so they see Luffy, whose the captain so the most important one on the crew, go and take out say Moria, and that Zoro and Sanji were also fighting. They dont see or care about Robin saving some of the crew from falling and dieing, or anything Usopp has really ever done until the whole God Usopp thing, because now more people saw what he "did" and think a lot more of him. Same with Chopper, the government doesnt know that he is a doctor who was trained by one of the best in the world, or that he has and created the rumble balls, so we cant say that his bounty should be higher based off of that. So raising a bounty has more to do with their accomplishments, and what accomplishments the World Government KNOWS about in my opinion.
On Straw Hats not being at threat: They aren't a threat to civilians, well-meaning pirates or uncorrupted law-enforcement officials, which even the marine higher-ups must have realized by now; but they most definitely are a threat to the World Government and Celestial Dragons, but that just makes it way more baffling that Robin's bounty isn't higher.

Speaking of of Nami and Robin, Pre Timeskip One Piece I would've chose Robin no question. But now, Nami is definitely giving Robin a run for her money. Robin's personality for me, is what has her slightly above Nami.
I think Robin holds the distinction of being the only Straw Hat who has never beaten up Luffy? Unless there's a moment I'm forgetting. Even without Nami's beatings, though, Robin just seems like a more pleasant, kinder person.

But the Poneglyph in Alabasta told the location of the original Pluton, as confirmed by King Cobra when he asked Robin why she lied about it to Crocodile. WE just don't know yet because there's never been a situation where Robin's had to reveal that information out loud.

The thing about Chopper is that the Pacifistas are able to distinguish that Sogeking was Usopp and Chopper when he was in monster point. So his bounty is 100% a joke.
Hey Tekking, i have another point to consider when calculating someone's bounty. It may seem similar to the "Connections" point which you discussed in 1st part of this video but it's totally different. I'll explain... Having connection to different people definitely makes the bounty goes higher but the bounty rise affects only one person. What I am saying maybe considered as a another side of coin of ""Connection". The best example of it is Nico Robin. Nico Robin has the ability to unveil the secrets of everything. Reading ponyglyphs and unlocking mysteries and truths. Whether she wants to or not, there is huge possibility of it happening, atleast in the eyes of wg. And we also have to agree with the fact that at one time Robin will tell everything about it to rest of the strawhats too. WG will, most certainly and definitely not put this matter aside atleast in case of strawhats. Whole world has example of Ennies Lobby. They all know how the strawhats feel about their crew member Nico Robin. So they can consider the possibility of Nico Robin not telling it to others but they will certainly assume that she will most certainly share the info with rest of the strawhats. They even might think that she has already uncovered some truths and rest of the strawhats also knows it as well. So wouldn't it will also affect rest of the strawhats bounty too. Its opposite to how having many connection with threatening people affects the bounty of single person. In this case it's having a crew member similar to Robin's case can also affect the bounty of the whole crew itself.

Hmm. I could see "Straw Hat Monster" having at least a bounty of 60 million. I still stand by my assessment in the last video about Chopper's bounty being in the hundred millions by virtue of the "forbidden knowledge" clause though. The thing is, I would be scared shitless as a member of the WG if I knew about the rumble balls. Only Chopper has eaten them, but what the heck happens if suddenly *every* Zoan user had access to their own Monster Point? Heck, since his fruit is the less combative Human Human fruit, what if other Zoans are even stronger? All it takes is Chopper talking to _one_ influential distributor and any newbie scrub with a Zoan fruit in the Grand Line will have access to a power that simultaneously gives CP9 levels of strength and turns them into indiscriminate berserkers. What if *KAIDO* got his hands on the Rumble Ball formula?!
I think Robin and Franky should have one of the highest bounties in the series. The only way their bounties would make sense is if most people don't know about their abilities (reading the ponyglephs and memorising pluton's blueprints respectively), which means that having an incredibly high bounty would just be suspicious and cause more people figuring out their abilities.
For Robin's bounty, the world government would actually have to be careful about making it too high because if it was crazy high it'd raise questions about why she's so wanted. So really the world government needs to strike a balance between enough money to get people trying to turn her in while still staying low enough to restrict rumors on her capabilities with the poneglyphs.

About Pluton. Anyone else think the "1000 Sunny" is actually a scaled down version of it using available technology? He had the plans with him for a long time. The main cannon and rocket booster with a submersible onboard all sound really advanced.

I also had to point out the whole "Chppper only able to go into Monster Point for 3 minutes.." ok.. that's only something to take into consideration when you're not paying attention on to exactly how much damage he's capable of doing in such a short amount of time as Monster Point. At that moment he could easily be considered at the least the 3rd strongest member of The Straw Hats
On the Chopper paradox. One of the reason that the monster point don't have a bounty is the duration: 3 minutes. What does that mean for the higher up of the marine ? -There are no picture or good memorie of him : no time for a "photo" and during the 3 minutes the marines present don't have the time to have a good look at him if they want to survive. -There is no records of him before or after the incident. And how a monster of this side wouldn't be spoted ? -The Sunny and the Mary are too small to hide someone of the size of the "Monster". -There isn't any damages or traces that cannot be attributed to an other Straw Hat : Luffy and Zoro are known for large scale material destruction. -The marines reporting the "Giant Monster" probably failed against the Straw Hat (like in Enies Lobby) Taking all of this into acount, it easy for the WG to asume that there isn't any "Monster" and the marines are lying to not bear the full responsability of their failures.
5:35 Robin does know where Pluto is. Crocodile was spot on with his Intel and that poneglyph he had her read in Alabasta had the information he was looking for. After Robin lied her ass off to Sir Croc, Cobra told her to cut the crap, because though he was not able to tell what was written in the rock, he did know it was not the history of the country and the Nefertari line, because those records were kept somewhere else. So now that the blueprints were destroyed by Franky she is the one and only who's capable of bringing back that particular Ancient Weapon back

I was under the impression that Buggy became a warlord because of all the dangerous prisoners he busted out that eventually became a part of his crew. If I remember correctly, there are even moments where Buggy realizes that some of those prisoners are stronger/have higher bounties than he does while he and Luffy are running around Impel Down. From the WG's point of view, the easiest way to mitigate their losses from the Impel Down prison escape would be to create an illusion that those that did escape are still under the WG's control by having Buggy under the WG's control as a warlord.
One thing about the Buggy situation I think deserves mention: I think you're MOSTLY on point with him wrt the world believing in his fraudulent notoriety, but one thing that's been overlooked in this discussion is arguably the whole point of the warlord system to begin with, for the World Government to be able to have pirates under their control. This is most likely Sakazuki's dream scenario here, because Buggy is very much a pirate he can keep reasonably under control, won't go rogue ala Crocodile. has the attention of the world and most importantly, the adoration of his crew, many of whom are former Impel Down prisoners, who knows, maybe some of them might even have been dangerous enough to have been worth nominating as a warlord in their own right. Through Buggy, the WG gets to control them as well.

Maybe in the WG's mind, Robin is one of the "weak" members of the Straw Hats. So yeah, her ability to read the Poneglyps is dangerous, but maybe in their minds, if they can take out the heavy hitters like Luffy, Zoro, Sanji, and let's not forget God Usopp, Robin will be easy pickings. There seems to be a pattern of every major arc now giving a few Straw Hats a big new ability or power boost, so I'm hoping that Robin's turn is coming. Whether that means Haki, or new applications of her Devil Fruit.. hell, everyone talks about Luffy or even Chopper Awakening their Devil Fruits, but what if ROBIN was the one to do it? Anyway, I'm just getting at that if Robin shows herself to be a more dangerous combatant then the WG thinks she is, she'll probably get a raise. Also, they may not know that she spent the last two years hanging out with the Revolutionary army, so whatever she got up to with them, if that got out there, might also be a factor.
I think with her stealth in Wano, she'll probably get a raise this arc.

i think the bounties have A LOT more to do with what that person has done, but still take into account their connections, knowledge, and ability to threaten the world governments hold on the world. With Robin's bounty i think this is most prevalent, she was given a 79 MILLION beri bounty at the age of 8, but then was never heard or really seen from again for like 10 years if not more, and they didnt really know of her doing anything "bad" up until the whole Alabasta incident, which is why they never raised her bounty. Same thing even now why it isnt any higher, because yeah WE know everything she does whenever the Straw Hats fight somebody, but the World Government most likely doesnt, the public definitely doesnt. Its whatever the news reporters and government officials see as the most important stuff, so they see Luffy, whose the captain so the most important one on the crew, go and take out say Moria, and that Zoro and Sanji were also fighting. They dont see or care about Robin saving some of the crew from falling and dieing, or anything Usopp has really ever done until the whole God Usopp thing, because now more people saw what he "did" and think a lot more of him. Same with Chopper, the government doesnt know that he is a doctor who was trained by one of the best in the world, or that he has and created the rumble balls, so we cant say that his bounty should be higher based off of that. So raising a bounty has more to do with their accomplishments, and what accomplishments the World Government KNOWS about in my opinion.

On Straw Hats not being at threat: They aren't a threat to civilians, well-meaning pirates or uncorrupted law-enforcement officials, which even the marine higher-ups must have realized by now; but they most definitely are a threat to the World Government and Celestial Dragons, but that just makes it way more baffling that Robin's bounty isn't higher.

Well I think it was said that the Blueprints were a kind of Countermeasure for when the wrong person found the original one, but I am certainly hoping to see the original one at some point!

Hey Tekking, i have another point to consider when calculating someone's bounty.
It may seem similar to the "Connections" point which you discussed in 1st part of this video but it's totally different.
I'll explain...
Having connection to different people definitely makes the bounty goes higher but the bounty rise affects only one person. What I am saying maybe considered as a another side of coin of ""Connection".
The best example of it is Nico Robin.
Nico Robin has the ability to unveil the secrets of everything. Reading ponyglyphs and unlocking mysteries and truths. Whether she wants to or not, there is huge possibility of it happening, atleast in the eyes of wg. And we also have to agree with the fact that at one time Robin will tell everything about it to rest of the strawhats too. WG will, most certainly and definitely not put this matter aside atleast in case of strawhats. Whole world has example of Ennies Lobby. They all know how the strawhats feel about their crew member Nico Robin. So they can consider the possibility of Nico Robin not telling it to others but they will certainly assume that she will most certainly share the info with rest of the strawhats. They even might think that she has already uncovered some truths and rest of the strawhats also knows it as well.
So wouldn't it will also affect rest of the strawhats bounty too. Its opposite to how having many connection with threatening people affects the bounty of single person. In this case it's having a crew member similar to Robin's case can also affect the bounty of the whole crew itself.

I still stand by my assessment in the last video about Chopper's bounty being in the hundred millions by virtue of the "forbidden knowledge" clause though.
The thing is, I would be scared shitless as a member of the WG if I knew about the rumble balls. Only Chopper has eaten them, but what the heck happens if suddenly *every* Zoan user had access to their own Monster Point? Heck, since his fruit is the less combative Human Human fruit, what if other Zoans are even stronger?
All it takes is Chopper talking to _one_ influential distributor and any newbie scrub with a Zoan fruit in the Grand Line will have access to a power that simultaneously gives CP9 levels of strength and turns them into indiscriminate berserkers.

I think Robin and Franky should have one of the highest bounties in the series. The only way their bounties would make sense is if most people don't know about their abilities (reading the ponyglephs and memorising pluton's blueprints respectively), which means that having an incredibly high bounty would just be suspicious and cause more people figuring out their abilities.

For Robin's bounty, the world government would actually have to be careful about making it too high because if it was crazy high it'd raise questions about why she's so wanted. So really the world government needs to strike a balance between enough money to get people trying to turn her in while still staying low enough to restrict rumors on her capabilities with the poneglyphs.

About Pluton. Anyone else think the "1000 Sunny" is actually a scaled down version of it using available technology? He had the plans with him for a long time. The main cannon and rocket booster with a submersible onboard all sound really advanced.

I also had to point out the whole "Chppper only able to go into Monster Point for 3 minutes.." ok.. that's only something to take into consideration when you're not paying attention on to exactly how much damage he's capable of doing in such a short amount of time as Monster Point. On the Chopper paradox. One of the reason that the monster point don't have a bounty is the duration: 3 minutes.
What does that mean for the higher up of the marine ?
-There are no picture or good memorie of him : no time for a "photo" and during the 3 minutes the marines present don't have the time to have a good look at him if they want to survive.
-There is no records of him before or after the incident. And how a monster of this side wouldn't be spoted ?
-The Sunny and the Mary are too small to hide someone of the size of the "Monster".
-There isn't any damages or traces that cannot be attributed to an other Straw Hat : Luffy and Zoro are known for large scale material destruction.
-The marines reporting the "Giant Monster" probably failed against the Straw Hat (like in Enies Lobby)
Taking all of this into acount, it easy for the WG to asume that there isn't any "Monster" and the marines are lying to not bear the full responsability of their failures.

I was under the impression that Buggy became a warlord because of all the dangerous prisoners he busted out that eventually became a part of his crew. If I remember correctly, there are even moments where Buggy realizes that some of those prisoners are stronger/have higher bounties than he does while he and Luffy are running around Impel Down. From the WG's point of view, the easiest way to mitigate their losses from the Impel Down prison escape would be to create an illusion that those that did escape are still under the WG's control by having Buggy under the WG's control as a warlord.
Anyone else wonder why the ancient weapons exist in the first place. What happened in the past to where those weapons were needed.
One thing about the Buggy situation I think deserves mention: I think you're MOSTLY on point with him wrt the world believing in his fraudulent notoriety, but one thing that's been overlooked in this discussion is arguably the whole point of the warlord system to begin with, for the World Government to be able to have pirates under their control. This is most likely Sakazuki's dream scenario here, because Buggy is very much a pirate he can keep reasonably under control, won't go rogue ala Crocodile. has the attention of the world and most importantly, the adoration of his crew, many of whom are former Impel Down prisoners, who knows, maybe some of them might even have been dangerous enough to have been worth nominating as a warlord in their own right. Through Buggy, the WG gets to control them as well.
