Your explanation of why birds don’t get shocked on power lines was pretty poor. The reason they don’t get shocked when standing on a single wires is because all of the voltage is across the wire, and there is none across the bird.
Because there is no path to ground or another phase....if the bird spreads their wings and touches even the wooden pole they would get zapped. High voltage ALWAYS seeks ground. Look at the insulator/spacers supporting the wires. With high voltage even AIR becomes a conductor via corona discharge. You don't even have to touch the wires to get zapped - for high voltage transmission lines (100 kv or more) if your grounded body came within about a foot of the wire you would get electrocuted.
It all depends on the voltage of the line. The entire bird is electrified, same thing when power line workers are hanging from them. The current just has no where to go. Its not blowing you up but lemme tell you it’s a very unnerving feeling. It feels like you just ate tv static. Makes ya nauseous if it’s enough voltage. Also higher voltage lines can arc through air quite easily which is why the lines are sometimes 10 feet apart instead of like 2 in residential areas. All it takes is something in between the two to create a short enough distance for both to arc to it.

You'd be surprised at the places goats can get to. They are incredible animals and can walk up things we would have trouble climbing.
