In the Hartford area, Interstate 291 serves as a bypass of downtown for traffic between I-91 and I-84 north and east of the city. It was planned as a 3/4 beltway around the north and west sides of the metro area - a complete but mostly abandoned stack interchange at I-84 in Newington, and a pair of partial ramps in Berlin form I-91 hint at these aborted plans...
