Amazing scene and he really should have won the Oscar for Best Supporting Actor that year.

Basically Tugg is "crazy" but his comfort and willingness to stay in such a horrible place combined with deep metaphors and philosophy leads to Kirk questioning his own sanity/identity. It's a direct parallel to Apocalypse Now

These movies can be made whenever. Mel Brooks said about blazing saddles. "They said we couldn't make it in 1974." Granted it can be hard to get the funding, but movies that are very not PC still do. JoJo Rabbit comes to mind, and I adore that movie.
