Yeah my CU8072 TV does that too but in fact it's not the actual startup sound, it's just the chime that plays when you open Smart Hub. (notes are E, D, C) In this video you have the classical on/off sounds that were played in the older Samsung TV models (that were based on Samsung's sonic brand identity at the time) but these sounds can still be activated on the newer Samsung Smart TVs by turning on the Voice Guide (aka annoying screen reader voice thing) on the Accessibility settings.
The sound was fake because of the background noise in a startup and shutdown sound, plus Samsung smart TVs don't have a startup and shutdown sounds anymore.
Edit: Samsung Startup and Shutdown sound can be heard only when the Voice Guide is on. But in the video, the Startup and Shutdown seems to be fake due to static and popping noise.

No, it doesn't have a startup sound on the latest version of Tizen, that is the one from the 2008 models, and you're watching Belle
