The shown diagram shows solid earthing of the mid point of the battery bank. If the mid point is earthed solidly, there is still path for half the fault current that would have been present if the battery set's -ve was earthed. The correct way to earth the battery system is: Earth the mid point of the battery bank via a high resistance in the charger. This way, the voltage will be halved. Also, the return fault current if any, will have to overcome the high resistance in the return path to the mid point of the battery bank which earthed as a reference point.

In case postive to ground showing +70v and negative to ground - 40 v . What that means , i observed such type of volatge in many of the substations
it look like negative earth fault is there or there should be problem in mid point earthing system thank you.

Could you explain the effect of DC positive or negative eath fault on the trip circuit ? And how can that cause malfunction for protection relays ?

For a full battery bank earth system of 30v DC system the phase to earth voltage is 30v,but the phase to earth voltage will be zero volts.
