I just got a Graco toddler car seat. It doesn't have the harnesses . ? They do have tether strap. Am I allowed to just use the seat belt. I have always had harnesses attached. Thank you.

How do I change the position to level 5 in the Graco Tri Ride forward facing? It is currently in position 6.
