Not clear, the latest patch stated they fixed an issue where the Monarch's dmg scaled improperly. Not sure if it was buff or Nerf, imo it was really strong before and after that patch

it did at +10, pre-patch damage was 24 / post-patch it's 36
What weapon is that and how do you get it
Monarch get from beating the DLC
More accurately, beat the final boss of the dlc whilst he is not kneeling, or his weapon broken.
