All sports leagues need a "Steinbrenner rule". George Steinbrenner was generally regarded as a meddling owner in the 80s but got suspended from baseball operations for his weird Dave Winfield vendetta. Without his meddling the Yankees were able to actually do a proper rebuild and that resulted in their 90's dynasty. Steinbrenner himself also seemed to learn from the experience and had more faith in letting his baseball people do their thing. So the Steinbrenner rule would be that if a team fails to make the playoffs for some amount of consecutive years the owner is suspended for a few seasons to let people that actually know what they're doing get his team back on track. It's not taking it to the point of forcing a sale or stripping someone of their team, but it's a way to shut down a meddling owner for a period of time (and if they defy their suspension then it does give the league the ability to boot them out). It is not in the league's best interest to have franchises that don't matter for a decade and this would be a way to remove the bad owner problem that teams like that often have, but it's not the nuclear option that the other owners don't want to approve for fear of it being turned against them.
