also cell is a Bio-Android and he's a living creature made of organic metal or something so that's why he can charge up his ki rather than normal robots like 16 whose energy needs to SLOWLY gather over time

You know how he spat out Android 18 and then came back as Super Perfect Cell? Well he aslo pucked out Android 17 and THEN blew himself up coming back stronger then ever.
I think you should do goku SSJ3 vs. super andoid 17 because i always thought that it could have come out in a different way:P

Wow watch that fight again from the start every Zfighter just used energy attacks on him. In the end it was because of the fact that several ssj3 tier opponents attacked with all their energy and then an ssj4 that he beat goku.
The only android that was around when perfect cell was is android 16 though. I guess you can count 18 too cuz he spit her up, but the other ones were gone.
As androids I use Rush Ki Recover item so I get ki a bit faster
i feel as though the options regarding androids 17 and 18s ki was either have it slowly regenerate or them having infinite which would be op.

in i think it was boudikia 1 there was a fight that invloved i think 18 against cell or vise versa when cell attempted to absorb 18 and accidently abosorbed krillin and it made cell really short and gave him all krillins attacks and after that cell wakes up from sleeping and it was just a dream for him...did they just stop referencing that all together?

Because when Goku and Cell "died" Cell came back regenerated fully and that is how he could fight them.

Depends on where you place pre rosat goten and trunks and the fusion dance multiplier in my opinion there level was around goku's.
There are many fights that can go down in Dragonball but I would really like you to make one with 16,17, and 18 vs. 13,14, and 15. I fell that this would really be a good fight. I hope you take this fight into consideration.
