RE: Sithis doctrine and that artifact staff) - basically, Sithis doctrine is kind of like Ecumenism for faiths based on Sithis worship. Most of these are in the Black Marsh region and nearby, as well as the generic Daedric prince version. I'm not sure if you can choose Sithis doctrine when reforming if you don't start from a Sithis faith (much like in the base game you can't choose Ecumenism if you don't start with a Christian faith.) FWIW, the Sithis faiths are potentially pretty powerful (there a few options that are very good for liches/vampires), but depending on the tenets you choose you can drastically increase the amount of intrigue going on inside your realm. The staff itself I'm 99% sure you either got by sending an adventurer to Black Marsh or by capturing it in a siege/battle from someone who did - you should be able to look back through the artifact history and see if the generating individual mentioned has the adventurer trait.
