This pattern seems to be quite similar to the sari skirts from Darn Good Yarn. I have a lot of vintage and reclaimed fabrics, so I can't wait to make my own!

yes, if you make it with 1 1/2" ribbon you cut a hole in the ribbon and seal it with clean nail polish, if you use fabric to make the tie, you can make the hole using a buttonhole stitch, reinforcing the back of it with a small piece of stabilizer.
