My impression of Jim's play is that he used to be a killer blitz player, but is now very rusty. He's still very good, of course, but if he keeps playing at Coffee Chess, I'm sure he will regain his speed and accuracy, and probably dominate most of the locals.

Draw by insufficient material for black (material not enough to checkmate). This would have been the same if black had a knight or bishop with the king. If black had even a single pawn, it would have been a win for black - winning on time.
If you run out of time but your opponent has only a king (or in general has not enough material to mate by ANY possible line, even those in which both sides cooperate to make one of the two sides lose by mate) then it's a draw by fide rules.
