He has a wings with lost feathers not after he falled but after all angels falled and Heaven was closed. I think that it was because the angels in general lost their wings and ability to fly. Gadreel had wings like that too.

I don't know if someone already answered your question but Castiel lost his grace and became human. Because of that (his grace was used for a spell) all angels fell from heaven and kinda lost their wings. All angels wings look like that since then because they can't fly anymore. The shot in the video is from the episode where Castiel got the remains of his grace back and became an angel again.
