Because EA don't want to rate him higher than Hazard because hazard has a contract wuth EA
They will upgrade him in January to an 89 probably then in 17 to a 90 ( if he keeps up this form)
I hope that he will get better Stats on his 89 rated Card than Hazard and not like his 88 rated Card

Most ratings are decided to fit the career mode, I guess. Which is why great young players and 30+ aged players are unfairly rated in the game although young players have a potential advantage where the older ones' rating seveely decrease over time.
