I went to an area like that in Bahia. It had a great ocean view. I would say that it was a poor area overlooking the ocean. I asked the people there about poverty. They acknowledged that they were poor ... but .... As we gazed out at the terrific ocean they informed me that they were quite content. They walk or take an inexpensive bus to where they need to go. If you never had a Mercedes you don't really miss it they pointed out to me. There is no violence, fighting or stealing in their area. They grow healthy veggies in their garden and we ate fresh caught fish from the ocean. We also drank cheap rum and danced to fun samba music to pass the evening. As I gazed out at the stars and ocean I realized what a wonder life they live for a happy life with good family and friends! That evening really had me rethink the fast big city life that many of us live. Back in the US we are constantly trying to get fancy cars and giant houses but are we really happy? Consumerism rules back in the U.S. and also bigger Brazilian cities like Rio and SP. Salvador Bahia is often overlooked by visitors but I encourage folks to visit.

“Respeite os locais” means RESPECT THE LOCALS
I think the LOCAIS despite meaning "places" in this case it means the locals (people).
