Which one is better and why- IAI or IFOA?
Since u have given papers from both of these, so are there any benefits of giving papers from both societies together?
Earlier it was beneficial to take membership from both the societies as they provided mutual exemptions. Eg.- if you pass an exam from IAI, you can gain exemption from IFoA. So this gave the advantage of having more attempts for the exams (IAI+ IFoA combined). These mutual exemptions have been discontinued since this year and so the benefit is gone now.
Both the societies are good and you can choose any of these as per your interest, budget and future outlook. I have tried to give my opinion on IAI vs IFoA in this video:

You can if you want. But you will have to clear all papers separately from both institutes and also this will double up the expenses.

Can I take bsc in actuarial science?
Yes plz tell is it helpful or bcom is better?
I think bsc actuarial science will be more suited, or even graduation in Eco, Stats or Maths would be good to pursue with actuarial. BCom will be less relevant to actuarial course. I would suggest you to have a look at the syllabus and see what interests you more.
