It was meant to bridge the gap between American and British audiences and appeal to both. It was supposed to unite the film and media industry. Best of both worlds. It was posh. Classy. Thus all actors were trained to speak that way. It's not a real accent, it's not used by any groups of people, and it's basically extinct at this point. Except when we watch old movies and are like "wtf is that???" Lol.
