I don't think James is having trouble hitting the notes of this song. The highest one that I've heard is a D5 but, at that time, the limite of James range was G#5 or A5, needless to say his famous F#5 on Learning to Live. The fact that he is singing the highest notes with rasp probably made you have this impression, but it's just a stylistic option. And yes, Bono was great on The Joshua Tree album.
