No the war was still going on, the British had destroyed so much of Copenhagen's defenses that they simply put navy ships at all exits and gunned down any Survivors trying to leave the city, thats why the Brig Sloop shot at us, the quarentine was just to Keep them in the city and leave them to the Blight or other death.
I mean technically in game term it would be the 2nd boss right after the headless horseman. But in CANON lore term this would be the 1st boss ever in lore term
