Really great setup with the poly tunnels. Many gardeners in my area use raised beds in the open and they'll affix a PVC framed poly tunnel over them. I've considered doing the same.
Prepare your leek bed in October and apply what ever the soil analysts tell you and there should be no need to feed anything extra. A liquid seaweed is always a good addition throughout the growing season.

Great idea. If you get my pot leek video from the NVS You will see my roll on covers which grew the leeks that broke the world record. Similar method.
