What you’re seeing is the remains of the off-white paint that was at one point covering the concrete beams. It was a dumb idea to paint what is essentially a road surface, so they stopped applying new paint at some point in the 90’s. The flakes and cracks are unsightly to be sure, but by no means a safety issue.
