Abraham Louis Niedermeyer (27 April 1802 - 14 March 1861) was a composer chiefly of church music but also of a few operas, and a teacher who took over the École Choron, duly renamed École Niedermeyer, a school for the study and practice of church music, where several eminent French musicians studied including Gabriel Fauré and André Messager.

This overture seems to have been written around 1830, in the last years of classicism.
I propose between 1815 and 1820 !
Niedermeyer was pretty young back then to compose something like this, don't you think?
Bingo! My opinion on the subject happens to be aproximately the same as yours. It sound like a badly played piece composed by a youthfull Ludwig van Beethoven (in that case the date is 10 or 15 years earlier than the one you guess. Don't you think so?
