Something else to consider is that the Vulturi are hundreds of years older, and with that much more experience in war than even Jasper has. If I remember correctly, Jasper was "born" during the American Civil War which took place in the late mid 1800s. The Vulturi date back at least to the 1300s. I can't remember the exact timeline of the Vulturi from the books.
