I absolutely love that the paths are locked by current ideology rather than being mutually exclusive because not being able to change paths based on ideology makes no sense and this opens up so many roleplaying opportunities

The thing about using PP for influence was exactly the rule you were looking at, you can remove the cooldown and that allows you to invest PP until you spend it all at once, without needing to wait.
