Friends, I am seeing a lot of comments that the officer should have had his gun out. Why? He had no information that this perp was armed, and no information that he was violent. He was accused of grabbing groceries from patrons at a shop down the street. That's not an objective deadly threat that would warrant Officer Smith drawing a firearm. We don't draw firearms to stop shoplifters who are not aggressive, and until the moment he fired on the officer he wasn't displaying aggression. If Officer Smith had started with gun in hand there would be a HUGE outcry that he initiated the deadly force encounter. He played this one correctly, he just got jumped by what we in retrospect know is a felon in possession who is a violent criminal actor.

You've said it yourself a hundred times about the "hands being the window to the intent"...and this is the illustration, and why morons are so quick to blame police, when thugs like this get away with what this one did
Idk John, his body language warrants that, the fact that he was not complying, and would not show him his hands! If I was the officer I would have drawn the pistol for my safety. He also had a huge jacket on...those prongs would not have connected. From the moment he stepped out of the car and asked him stop is when I felt it would go wrong.
As soon as the guy ignored the officer and walked away while keeping his hands in his pocket, the officer should have recognized those signs as potential hostile intent. Drawing a pistol doesn't mean he'd have to use it.
For those interested in the outcome here... The officer had 2 broken arms, a severed vein in his neck, and a bullet hit his upper torso and was removed from his back. The suspect Malcolm Antwan Orr was arrested, tried, and convicted for attempted murder of a police officer, and a weapons charge, and sentenced to 30 years for attempted murder, and 5 years for the weapons violation. The officer continues to recover.
I agree he should have gotten more than 35 years (parole in half of that). And if a bullet hits a bone, I think it would shatter the bone, it wouldnt be a clean break I believe. But I what I read didnt mention if he was shot in the arms, or if he fell and broke the arms. Regardless, the scum bag is behind bars for a while, and is probably a god among inmates for his cowardly act.
Anthony GHB It's even more pathetic here in the Netherlands, you would get 4 months for firearm possession, 5 years for trying to murder an officer, and 1 year for shooting or something like that.
The please hold was for other radio traffic that was not complied to with the "female".... Oh God... Blah blah. Dispatch goes to medical on another channel so you're not gonna hear that and the " female, who was not dispatch" was putting her emotions on the radio and unfortunately tied up radio traffic for any possible suspect info or dispatch to backup. I know it all sounded bad, but in an emergency situation, utmost professionalism is of dire importance.

“Dispatch, please tell my family I love them” broke my heart. My dad was in the military (ik it’s not the same as a police officer) and passed away 4 years ago, while on deployment. What I would give to hear him say I LOVE YOU, even if it was from something like this. Thank you to all military and first responders for what you do, you are much appreciated.
The dispatcher was going to the desk officer for all radio command so every officer would know what happened. I know it seems like she did something wrong but she followed her training.
UPDATE ON THIS ONE I KNOW THIS MAN PERSONALLY. He has since recovered and went back to the force they are also trying to make sure 2 cops are in area at all times. This man is now my bodyguard sometimes when I leave the grocery store I work at. All is well. ALSO I think they have gotten everyone cameras if I am not mistaken.

I say fist aid should be required to graduate high school, figure in those four years they might as well graduate with knowing at least one real skill. It's not like they teach trades anymore. But thats just my opinion, I learned first aid in the boy scouts in the 70's still know it and have used it.
It is where I live however most kids blow it off and couldnt recall anything taught a month afterwards let alone a few years. first aid should probably be taught in college as people are more likely to remember it rather than in early high school

This is why police officers in the US are so aggressive and always on edge when arresting a perp. They truly never know who has a gun and if they are willing to use it.

A lot do, even if it's a non violent call and you're just at a car accident, there's a chance of being dead kids and babies. I know a guy who volunteered as a fire fighter who has slight issues now after responding to one and seeing a dead baby. He's only 18, but it's not severe he's fine but I'm sure it haunts him

Think of this scenario the man has nothing in his pocket and the officer is holding a gun instead of a taser. As the man removes his hand from the pocket the officer fires his weapon and then the media is outraged about an unarmed black man being killed by the cops. What people fail to realise is these officers are fighting for their own lives in these situations. Im not saying the un armed killing is ok, im just saying wen you assume your life is on the line you would do the same.

This is something that annoys me so much about what is going on with today’s climate. If the officer were to hold his firearm up to the guy instead of the taser, her may not have been injured. But now the threat of being attacked by the media for “police brutality” is there. It’s such a scary grey area. I don’t know the exact protocol but when a suspect refuses to remove their hands from pockets, that should be treated like he has a weapon. I hope this officer was okay, and I hope that criminal rots in prison.

Yes, she failed miserably here. This is a priority call and she needed to stay in voice contact with this Officer, all other non-life threatening calls are to be put on hold, another dispatcher relays information to other Officers as the dispatcher in contact voices information as she gets from downed officer. She should not have told him to hold while she finished what ever she was doing when the 10-00 came in.
He toggled an emergency channel, so only her and him were on it when he said he was shot. She has to wait for that channel to close mic, then go back to the main channel and air it to all units. You all have NO idea what you're talking about, it's shameful.
The Officer did a phone call with Dominick Izzo, available on his YT channel. He and another female officer across town were the only 2 on duty at the time and he was shot in the neck, causing his arm to be useless and the second arm was shot too. Inches away from a major vessel in the neck, this officer still survived

Problem 1: The suspect was wearing a heavy jacket. The taser barbs likely would not have even pierced it enough and made efficient contact, so it was useless to draw it. Problem 2: The officer walked right up to his side which allowed to the suspect to completely see the officer and allowed quick draw. The officer should have stayed behind him until backup arrived, which would have given him a split second more chance of drawing on target.

tactical veterinarian, former licensed vet tech of 16 years here. Now, a Respiratory Therapist. I see guys carrying 16 and 14g catheters for tension pneumos, but have no clue on how to use them. That’s one of the things we’re trained on in school. I also used to work in a level 1 trauma center ER, so I go to see and cross train thanks to some great ER RNs. Even so, no matter what you do some people won’t make it without a cardio-thoracic surgeon on the scene.
As a police officer and trauma medic. I can tell you that the Average day to day citizen should have a tourniquet preferably a Cat tourniquet. Quik clot combat cauze or similar type. Celox or quikclot powder. Israeli bandages or similar type. And lots of packing gauze. Look into a pre-made IFAK. check out Ar500.com
Just Google an image of a current military first aid pouch contents. Get those and add them to a standard basic first aid kit. Your job as a bystander is immediate life saving care until a trained medical professional arrives. Hell I'm a combat lifesaver I can even stick iv's. Here in America on a street you shouldn't be chasing arteries. You'll probably do more harm than good. Pressure is fine for most instances. When it's not a cat tourniquet is best but even your belt will do. Marrk the time you apply it they have about 6 hours until they lose the limb if pressure isn't stopping the bleeding don't be afraid to put it down. But the image you find will show you what you need

I was so against how this officer was going about things, thinking for sure we'd see a trigger happy law enforcement video... and then it turned before I could even process it. Craziness. This is why we have law enforcement pulling their weapon so often; because incidents like this happen so quickly. Life can be ended in a moment. He's lucky to be alive.

Problem is officers always pulling guns out when there is no threat, or even after they've learned the suspect has no weapon and is no threat. Too many times officers have their finger on the trigger, with their gun right in someone's face for no damn reason, when they're complying and have their hands up. Hell, even when they're already in handcuffs. In this case, it was clear cut of someone not listening and keeping their hands in their pocket, that was a good enough reason for the officer to pull out a gun. It's good to see a officer that is hesitant to use a gun for once, but unfortunately this situation called for it. He survived, so I'm sure he learned from this and will be more careful in the future.

Alan S. Only two cops are on at a time in this place. Backup would have been ages waiting for a trooper or deputy. Personally I think all cops on all shifts everywhere should have a partner. I always had one as a military policeman and when I was in cid I didn't have an assigned partner but an entire 4 man team and we never went anywhere without a second.

I'm pretty sure the legal requirements to helping someone is doing as much as you are trained in. Also in First Aid they teach us to talk to the person and calm them down while treating them so just talking to them is fine if you are not trained in first aid.
He should've seen how heavy that jacket was, and realized his taser wouldn't be effective at all. We can all armchair this play all day long, but after refusing multiple commands and having hands in pockets, I would've drawn gun.

Worst job in the world to be a police officer: almost everyone hates you, you can be in danger almost at any time and you can put innocent people in danger also, because it’s very difficult to difference a dangerous person from the one who isn’t in a safe time. When he got to his car he hit his emergency button to send a message to everyone with a radio he was in trouble. My friend had to do that as a Firefighter being surrounded by gang members that was brandishing arms and threatened him for helping a victim they wanted to die. He said the sirens sounded like angels coming from every angle around him from ten miles away 40 cops ,three engine companies and three ambulances showed up to the call. These buttons are life savers
People who judge law enforcement should take a good look at this video. 90 percent of law enforcement treat these situations like this video, people ask why didn't he have is gun out? Why because he does not have the intent to kill. It is fortunate that this officer lives. Respect to this officer on how he treated the situation and hope that they caught the guy who shot him.

The officer gave the criminal countless warnings to remove his hand and because of his failure to comply, the officer should've quickly switched to his gun. I also believe the officer was too close to the criminal. I would've kept a safer distance while waiting for backup to arrive on the scene. Glad to hear the officer survived.
You have to be with in 10 feet for a tazer to work. Some police departments have different policies, but I would've had my gun on second he started ignoring me.

let me just say, that I have seen hundreds of these police shooting videos and I never quite got it when it comes to them firing upon suspects untill this video right here and now.. my God. . To me, this guy is giving off basically all the indicators that it's about to go down. Cell phone, hands in pockets, trying to angle and deceive and distract, not following commands, and he just robbed someone. I've seen a lot of bad shoots where the victim has absolutely nothing in common with this waste of space.

Personally, seeing the attire of the perp; that being a thick (?Cotton-blend?) hoodie/jacket. I'm not sure a taser was an effective choice at all. If you've seen a few of John's videos and others like it out there, or better yet experienced taser training first hand, they are miserably ineffectual in a lot of circumstances, especially with attire like the perp. My call probably would have been for OC spray, or to call for another unit and follow the perp until help arrived. Going to lethal with the background information that was available to Officer Smith would've been terribly bad optics. EDIT: Not sure how many police depts carry OC spray in the US.
Another part to this was his family was listening on the police scanner and heard everything. The lady you read that ran up and was freaking out, was his Aunt. He lived and is back on the job. All is well.
He wouldn't have been legally justified for pulling his gun until the last second. The presentation of deadly force is not legal for a petty shoplifter walking away. But department policy likely prohibits having both drawn at the same time so you don't get confused and shoot someone you should have tazed
Probably should have shaded to the perp's left so that when something did come out of the perp's pocket, the perp would have to turn his body to bring the weapon on to target. That extra second to turn could have made a huge difference in the final outcome. Second, the cop should have held the taser in his left hand so that his gun hand could have been sitting on his holstered firearm.

He should of never approached closely and should of had his gun drawn immediately issuing commands from a distance, the second the man refused to show his hands he should of called for backup and never attempted to apprehend him alone. Doc, Your scenario assumes a perfect world: that he has foreknowledge that this is in fact the robber, and that he is armed and dangerous, and that back up is available. In the real world, he might have had little info from the 911 operator, and in a rural country setting the nearest back up might be 10 minutes or more away. I agree 100%, that he got way too close.

For those interested in the outcome here... The officer had 2 broken arms, a severed vein in his neck, and a bullet hit his upper torso and was removed from his back. The suspect Malcolm Antwan Orr was arrested, tried, and convicted for attempted murder of a police officer, and a weapons charge, and sentenced to 30 years for attempted murder, and 5 years for the weapons violation. The officer continues to recover.

This is something that annoys me so much about what is going on with today’s climate. If the officer were to hold his firearm up to the guy instead of the taser, her may not have been injured. But now the threat of being attacked by the media for “police brutality” is there. It’s such a scary grey area. He and another female officer across town were the only 2 on duty at the time and he was shot in the neck, causing his arm to be useless and the second arm was shot too. Inches away from a major vessel in the neck, this officer still survived

Problem 1: The suspect was wearing a heavy jacket. The taser barbs likely would not have even pierced it enough and made efficient contact, so it was useless to draw it.
Problem 2: The officer walked right up to his side which allowed to the suspect to completely see the officer and allowed quick draw. The officer should have stayed behind him until backup arrived, which would have given him a split second more chance of drawing on target.

tactical veterinarian, former licensed vet tech of 16 years here. Now, a Respiratory Therapist. I see guys carrying 16 and 14g catheters for tension pneumos, but have no clue on how to use them. That’s one of the things we’re trained on in school. I also used to work in a level 1 trauma center ER, so I go to see and cross train thanks to some great ER RNs. Even so, no matter what you do some people won’t make it without a cardio-thoracic surgeon on the scene.

As a police officer and trauma medic. I can tell you that the Average day to day citizen should have a tourniquet preferably a Cat tourniquet. Quik clot combat cauze or similar type. Celox or quikclot powder. Israeli bandages or similar type. And lots of packing gauze. Look into a pre-made IFAK. check out Ar500.com
Nick Carfagna And get trained on how to use the equipment. When you're bleeding is not the time to be reading the instructions.
Just Google an image of a current military first aid pouch contents. Get those and add them to a standard basic first aid kit. Your job as a bystander is immediate life saving care until a trained medical professional arrives. Hell I'm a combat lifesaver I can even stick iv's. Here in America on a street you shouldn't be chasing arteries. You'll probably do more harm than good.
Pressure is fine for most instances. When it's not a cat tourniquet is best but even your belt will do. Marrk the time you apply it they have about 6 hours until they lose the limb if pressure isn't stopping the bleeding don't be afraid to put it down.

I was so against how this officer was going about things, thinking for sure we'd see a trigger happy law enforcement video... and then it turned before I could even process it. Craziness. This is why we have law enforcement pulling their weapon so often; because incidents like this happen so quickly. Life can be ended in a moment. He's lucky to be alive.

Problem is officers always pulling guns out when there is no threat, or even after they've learned the suspect has no weapon and is no threat. Too many times officers have their finger on the trigger, with their gun right in someone's face for no damn reason, when they're complying and have their hands up. Hell, even when they're already in handcuffs.
In this case, it was clear cut of someone not listening and keeping their hands in their pocket, that was a good enough reason for the officer to pull out a gun. It's good to see a officer that is hesitant to use a gun for once, but unfortunately this situation called for it. He survived, so I'm sure he learned from this and will be more careful in the future.

Personally I think all cops on all shifts everywhere should have a partner. I always had one as a military policeman and when I was in cid I didn't have an assigned partner but an entire 4 man team and we never went anywhere without a second.

I'm pretty sure the legal requirements to helping someone is doing as much as you are trained in. Also in First Aid they teach us to talk to the person and calm them down while treating them so just talking to them is fine if you are not trained in first aid.
He should've seen how heavy that jacket was, and realized his taser wouldn't be effective at all. We can all armchair this play all day long, but after refusing multiple commands and having hands in pockets, I would've drawn gun.

When he got to his car he hit his emergency button to send a message to everyone with a radio he was in trouble. My friend had to do that as a Firefighter being surrounded by gang members that was brandishing arms and threatened him for helping a victim they wanted to die. He said the sirens sounded like angels coming from every angle around him from ten miles away 40 cops ,three engine companies and three ambulances showed up to the call. These buttons are life savers
People who judge law enforcement should take a good look at this video. 90 percent of law enforcement treat these situations like this video, people ask why didn't he have is gun out? Why because he does not have the intent to kill. It is fortunate that this officer lives. Respect to this officer on how he treated the situation and hope that they caught the guy who shot him.

The officer gave the criminal countless warnings to remove his hand and because of his failure to comply, the officer should've quickly switched to his gun. I also believe the officer was too close to the criminal. I would've kept a safer distance while waiting for backup to arrive on the scene. Glad to hear the officer survived.
You have to be with in 10 feet for a tazer to work. Some police departments have different policies, but I would've had my gun on second he started ignoring me.

let me just say, that I have seen hundreds of these police shooting videos and I never quite got it when it comes to them firing upon suspects untill this video right here and now.. my God. . To see how quickly an innocent looking person can become a murderer is terrifying to me now. I guess I just completely got cought off gard by how this guy was actually acting and dressed. I normally try not to do that but its hard not to when you are putting yourself in that officers shoes and pretending as if it was you and it's also easy to pretend that when its a first person point of view video. . Anyhow not to ramble, but yea I'm just saying this video really is effecting me.. not sure why but it's really making me understand now why police can be quick to kill someone. To me, this guy is giving off basically all the indicators that it's about to go down. Cell phone, hands in pockets, trying to angle and deceive and distract, not following commands, and he just robbed someone. Personally, seeing the attire of the perp; that being a thick (?Cotton-blend?) hoodie/jacket. I'm not sure a taser was an effective choice at all. If you've seen a few of John's videos and others like it out there, or better yet experienced taser training first hand, they are miserably ineffectual in a lot of circumstances, especially with attire like the perp. My call probably would have been for OC spray, or to call for another unit and follow the perp until help arrived. Going to lethal with the background information that was available to Officer Smith would've been terribly bad optics. EDIT: Not sure how many police depts carry OC spray in the US.

Another part to this was his family was listening on the police scanner and heard everything. The lady you read that ran up and was freaking out, was his Aunt. He lived and is back on the job. All is well.

Probably should have shaded to the perp's left so that when something did come out of the perp's pocket, the perp would have to turn his body to bring the weapon on to target. That extra second to turn could have made a huge difference in the final outcome. Second, the cop should have held the taser in his left hand so that his gun hand could have been sitting on his holstered firearm.

He should of never approached closely and should of had his gun drawn immediately issuing commands from a distance, the second the man refused to show his hands he should of called for backup and never attempted to apprehend him alone. He was treating this guy more like someone suspected of a misdemeanor rather then felony armed robbery.
Doc, Your scenario assumes a perfect world: that he has foreknowledge that this is in fact the robber, and that he is armed and dangerous, and that back up is available. In the real world, he might have had little info from the 911 operator, and in a rural country setting the nearest back up might be 10 minutes or more away. I agree 100%, that he got way too close.
