Sometimes the person on the missing posters will be standing out front. Not sure whether you're supposed to take a photo or hit then with the spanner before they run away though. They run away faster than the player.

If u look at the achievements board in office I'm sure u have a few grand just sitting there! Well maybe this is showing up in Chinese or something.
