1:25 ish aren't those parked off the road which counts as private property or at minimum non public property? I know most countries have that hole where if you just get completely off the asphalt and side walks then you are no longer under traffic laws but under environmental laws regarding storage of a fuel driven vehicle and such.
I think that area still counts as a road and is owned by the city and the house owners property starts behind the bush fence. For example in bigger cities similar areas often are not allowed to be used for parking at all. I do not personally know that area and I don't see any signs or anything in the videos about parking.
It depends on the city's zoning plans whether or not that strip of land is designated as part of street area. For parking outside of street area within city limits, you need permission from the property's owner. And if that land belongs to the city, the local parking enforcement may fine you for parking there. The same in Finnish: Luvaton maastopysäköinti. KVG. :)
