Gen 2 tradebacks made Hypno a lot stronger. Gen 3 tradebacks would have made it even stronger if it weren't for the fact that Hypno was arrested in FRLG.
I heard of a rumor before that Gyarados was originally meant to be Water/Dragon but Gamefreak changed it to Water/Flying because they thought it would be broken with functionally no weaknesses. I never seen anything validating the rumor but I do wonder how good Gyarados would have actually been in competitive Gen 1 if it was Water/Dragon; sure it has no weaknesses, but it loses its Ground immunity and still has no resistance to Ice, while it doesn't seem like it would fare much better in other OU matchups aside from against the electrics. What do you think of a hypothetical Water/Dragon Gyarados in Gen 1?
Gyarados was never intended to be Water/Dragon; no record of this exists from the assets we know of. It's based on the Inkanyamba, a levitating sea serpent, which is why it's seen doing such in Legends Arceus. The levitation is essential to the design. Its original design was a weird leech creature, so even there, a Dragon typing wouldn't make sense. If it were a Dragon, it would be strong, but I doubt it would be better than Lapras. Same movepool, same issues with being worn down, and so on. It's still food for Chansey, which is one of its biggest problems. The thing people miss with Gyarados in RBY is that its issue with Thunderbolt isn't that large - it actually survives Starmie's from full HP. I think it can be arguably worse without the Ground immunity as it's part of what makes it so brutally effective against Rhydon.

Yeah headbutt is fun. With great team plays hypno will para flinch anyone but grounds while resting and resetting it's speed if paralyzed. I absolutely always run hypno cause there's nothing like it

Once it's forced to Rest - which it's forced to run a lot of the time - you have a very easy time defeating it with Snorlax and Tauros. It is easy to predict when it's forced to, so long as you know your KO ranges. Outside of these two, Chansey can be a nuisance, Cloyster Clamps and Explodes on it, Alakazam takes neutral from everything, and so on. Persian is also good at revenge killing it with Slash and is similarly buffed in Tradebacks.
As I said near the end, nothing really fundamentally changed how it plays, it's still the best hit trader in the tier next to Lapras and sees use on a majority of teams. Not all Hypnos used Hypnosis anyway.

Should be about 1 and a half, but we don't know the date it rose, just that it was after Dec 25th and dropped near the end of Feb.
Hypno seems like the kind of guy to act like they were cracked in OU during those 2 months and just left the tier cause they felt like it
