This seems like a question for reddit. That definitely isn't a coconut since it has no similar characteristics that I'm aware of like size, structure, texture, etc. A coconut sprout also doesn't resemble that protrusion so I would disregard that suggestion. If it were an amorphophallus inflorescence that middle spike would be the spadix but it's missing key structures at the base where the flowers grow and the husks surrounding it are too numerous. The sheath covering the spadix is called the spathe and it grows like one big blanket wrapping around a column, not as petals growing symmetrically from a central point. So amorphophallus seems off the table to me too. Unfortunately I don't have any suggestions on it's identity but if you do think there's a chance to save that thing, I would soak it in water and see what it does. It looks about as dead as dead gets but I admire your willingness to explore and try things out! Good luck! 👍
I have to say that it reminds me of a bulb, some sort of a flower bulb, and since my order came from a greenhouse, it’s a very strong possibility. I too believe it’s not a cactus of any sort, but the bolus area that was dried around it appears to be like a bulb, who agrees

It is a really young coconut, that is really dried.
It's a dried up Cocos nucifera.
Its a dried baby coconut, in our Malayalam language it says 'Kochanga' 😊
