The game does have all the original music when you download it on the XBOX marketplace. I only turn it off while streaming so Twitch and UA-cam don't cut out the whole sound.
You do not need Xbox Live for Burnout Revenge. But if you want to download it you need a internet connection and 10€ prepaid money for Xbox or you buy a disc copy of the game. So you can find it used maybe on ebay and for download on Xbox marketplace.
