Aaron Wood this game sucks,Shawn Michael's wasn't even a active wrestler in late 98,Bret Hart was in wcw and there's only like 12 wrestlers in the game hell Farooq wasn't even in the nation around this time the rock was the leader
The game had a long developmental cycle. They started making it in early 97, back before Shawn and HHH formed DX and before Rocky became The Rock. They later updated their attires and theme songs, but they had long since filmed the Challenge videos that showed them in their old gimmicks. So you still get videos of Shawn and HHH pre-DX, Rocky as the blue chipper, and Owen as the King of Harts. As this video shows, some of the alternate attires were actually older attires before they were updated. Kane was a last minute addition, hence his grunts and such just being Undertaker's.
Road Warriors returned in early 97 and were easily the most over tag team at the time so not sure why they didn’t make the cut. Maybe there were contractual issues we’re not aware of. As for the Headbangers being in the game when a team like LOD isn’t, I will say that in 97, where this game is based on, The Headbangers were pretty decently pushed and even won the tag team titles at one point, despite being a non-factor by the time the game was finally released.
War zone was the 2k back then when they try to make it realistic with the graphics for PlayStation and so on it was a game everyone wanted back then going to toys r us to. Get it and playin it all day and night it was fun while it lasted
Kane's 99/00 attire was different than this one, it had transparent flames on the chest and red flames on both of his trousers legs. The one in this is a recolour of his original attire, which is why it still has the threads on his left leg, instead of the flame pattern.

To this day I'm still puzzled by Bret Hart's inclusion in War Zone. The game was released '98. Bret was long gone from the WWF and wrestling in WCW after the Montreal Screwjob. You would think the game developers would have easily removed him from the game much like how Hogan was supposed to be in WWE 2K16 but was removed after the racist stuff leaked.
There's really nothing puzzling about it. Development of the game started in early 1997. as this was the first 3D WWF game so they had to make everything from the ground up. By the time it was finished Bret, Bulldog and Ahmed were out of the Federation. There was no way of removing 3 completed wrestlers from already a very small roster of characters. You can find all about this topic in official WarZone strategy guide. Fun fact: most of the moves were done by Dr. Tom Prichard and Justin Credible by motion capture.

There's also a Turok skin for The Rock, it's in the code, but there's no way to unlock it in the final game without a Action Replay or GameShark.
