I don't have a UTM VM handy on my MacBook Pro as I've migrated to VMWare. VMWare does have a camera setting so I assume that you can on VMWare though I haven't tried it myself.
I've never tried to mount an external drive from the Windows side. If it's ExFat, then you could just transfer it to the macOS side and then move it to the flash drive on macOS. If it's NTFS (and it would be cool if it worked), then there may be an issue in the software.
