Leonard went missing after arresting a woman Wednesday night, officials with the sheriff’s office and District Attorney Russell Johnson said Thursday afternoon.
Based on an early investigation, it is believed that Leonard took a woman into custody in the 9 o’clock hour Wednesday on Highway 60, then crashed his car near the Blythe Ferry boat ramp. That ramp leads into the Hiwassee River.
As for the details of what happened, Johnson and sheriff’s office officials said Leonard had arrested the woman, who has still not been identified, texted his wife about the arrest, then radioed to say he had a detainee he was bringing back.
About 12 minutes later, Johnson said, Leonard radioed again, in distress, and said something about water.
Leading the investigation is the Tennessee Bureau of Investigation, but several other agencies, including the Tennessee Wildlife Resources Agency and Tennessee Highway Patrol helped in the search.
Leonard’s car was found in the water near the ramp Thursday, Johnson said. Leonard’s body was not inside the car, but the body of a woman believed to be the arrestee was in the back seat, Johnson said. However, sheriff’s office officials have been in contact with both Leonard’s and the arrestee’s families.
Upon finding the car, Johnson said the driver’s side window was open.
“It’s a hard time for us here,” one sheriff’s office representative said during a press conference. “Something we don’t ever deal with in Meigs county. We’re a small, rural county here. Deputy Leonard had only been here a few months, but he had become part of this family.”
Leonard had joined MCSO in December and was from New York, Johnson said.
The 35-year-old leaves behind a wife and five kids, according to officials.

It's a massive hoax, cover up. No1 is dead, they faked it.
The claim is that the car was found wheels up. That would mean that it was resting on the top as you can see the light bar is still in place ! Also there is no visible damage on the front! I do see damage on the rear of the car which looks as if the trunk hit first! Did it drive in with a forward motion or was it backed in? If it was backed in what makes them think it was at the actual ramp instead of right next to it in that small parking area? Did the cop pick up a girl on the bridge and decide to back in to that area next to the boat ramp to get a little tale and forget to put the parking brake on as the car rolled into the water? That sounds more believable than the story they are giving! We need to look into this further!
I used to meet girls down here in high school. I could see how if he was distracted/texting/dealing with the girl in the back not to mention did they say this was his first arrest? This is just sad. I can’t imagine what went through that girls mind in the back. Horrible way to die, and the deputy apparently got out because the windows were down so he knew that her life was over. This is almost unfathomable.

understand the officer wearing all his gear would have waited him down making it very defficult to stay afloat and with the current he most likely droened. the women handcuffed and seat belted in had no chanse. prayers for her family and the officers family. all the officers.

So the cop arrested a woman and never called in to check her ID, or she refused to ID and this is shady as chit!!?? I hope the news actually does some digging into this and uncovers whatever it is that is being covered up!
@swmplvr - When the media says 'the woman has not been identified' they mean her name has not been released to the media. If you read further it says they've been in contact with her family. Family must be contacted before the media.

It think is crazy how all they talk about is the cop but they hardly mention the woman that handcuffed and trap in the back of the car that this deputy ended up killing . Hopefully this woman’s family will sue the fuck out of these people.

I live less than half a mile from the police department in the town where this happened. It's so hard to think about how that lady's last moments must have been. I've heard a few ppl make comments about her (like she was on drugs, etc.) and it makes me so mad. It was an accident and two people lost their lives. They had a big three or four day thing here in our small town for the officer and the funeral home & cemetery are just about a block from where I live. Not once have I heard anything about her life being honored or celebrated. The whole situation is just unfortunate.

This man was texting and driving about his first arrest. This is a case of manslaughter. He killed that woman for selfish reasons. This is not serving and protecting.
Thats what we were thinking as possible, because none of it adds up. But, thays not so. However, this is a huge hoax & it goes deeper than it appears.
