I’m assuming it’s a new bug as I have nearly 100ish hours across the 360 and pc versions and this has never occurred. I have the hedgemodmanager and it allows an infinite life cheat which I use for a non-online (and functional) time attack on steam. Never in my countless retries have I encountered a glitch like this. It could still be in those versions but not a single source has documented this in either so idk.
Funnily enough, Generations 3DS is named "Blue Adventure" in Japan, and has the borders of the box be blue rather than white. I thought this video was somehow about that, but it's actually the game turning blue. Either way, hilarious. I guess the port/remaster is a bit broken. As for recreating it, did you happen to restart at a specific point multiple times? Speed Highway has some weird lighting, textures or both that makes everything look extremely blue. This might have bugged out and applied to the rest of the game.
I might have restarted in an odd area though I have no clue if restarting triggered it. The section I was in when everything initially turned blue was the first outdoor sections’s top route. It’s started off normal, dropped frames, and then became blue.
I tried re-creating the glitch on Switch but managed to get no results. Might be a PC only glitch, might be for the 2024 re-release only and it might have to do with either the new Havok engine or Denuvo messing with the game's performance from what I can gather
