It's an ingame CG. I think it's in the BB-10 Before story, and why? BB-9 show Theresa's assassination, and her last acts are officially passing the Civilight Eterna to Amiya (which is what the image is showing) and erasing the Doctor's memories. The CG could be after BB-10, but considering the boss _is actually_ Amiya (her mechanic is similar to the Mouthpiece in IS2; she's "damaged" by us defeating something else and is otherwise fully and permanently invincible), I think it's before the stage.

Specifically, it's Amiya around 10 or 11 just after being given the Black Crown, and considering what Chapter 14 shows us about the Civilight Eterna, it may be going a bit uncontrolled as it judges her or something close to that

After she begins succumbing to her wounds (also after killing all of the assassins AND shielding Amiya who came into the room for a bedtime story), she wipes the Doctor's memories (the Doctor let the assassins in, but they are so wracked with guilt that Theresa does this to let their empathy for Terra shine through) and passes the powers of the Lord of Fiends to Amiya. Said powers may be going a bit out of control (she did just get them, and she's no older than 11 here); cue BB-10 as the boss stage.
