I've never done the repair myself so I'd recommend reaching out to Oakley or BOA. BOA has replacement dials and cables so it should be straight forward to replace. There is a small screw driver that goes through the O on the BOA dial that should let you open the dial and wind up a new cable.
I would reach out to Oakley, but I'd highly doubt they'd just swap over that easily. Oakley should be able to offer you a discounted crash replacement though so you could get another ARO3 or the ARO3 Lite.

The ARO 3 isn't my favorite helmet on the market but for $27 that's hard to beat. You might want to make sure you aren't buying some sort of cheap replica helmet, that seems like a suspiciously low price.
