Ireland's superiority in that match caused Portugal to take down Connolly in their box as he was shooting. The ref didn't let Ireland take their penalty.
The extra time has to be based on match stopping/pausing instances. Both halves had more time added as extra time than was warranted and then the ref kept going over that extra time that was too much anyway. Ireland were already 1-0 ahead of the inferior Portugal on the day.
The assistant ref wouldn't let Ireland put on subs in the last 5 mins of the game.
