These are called Hakka Noodles. 100 years ago few thousand Chinese people migrated to India specifically to Kolkata in search for job in Kolkata's big leather industry. During 1947 partition of India most of the industry gone in brink so this Chinese people were in disarray and jobless so they started to sell noodles palatable for Indian taste with spices from India which created the unique Chinese cuisine called Hakka noodles. Shame is that as Kolkata lost is glorious period and most industry died following 1970's due to rise of communism the Kolkata's Chinese community migrated to other countries for better future remaining only few hundreds in India.
Yes! It's called indo-chinese food or called "Desi Chinese" As it is Chinese food but prepared in indian way! Like soy sauce and vinegar used in Chinese food (also vegetables) is similar.. Just difference is preparation(spices too)

When I was in Dehradun back in 90s, I stay their for 10 yrs and I used eat Chowmein almost every week once.. OMG, what a taste..!! After I came to Madras, now Chennai, I could not find the real chowmein here.. Here, they sell noodles in name of Chowmein.. Miss the real chowmein.. I last tasted chowmein in 2008 when I visited Guwahati..
