That's because shaco isn't a strong champ like champs we have today, So you need full resource to get kills and be ahead to keep dealing damage.
Once you're behind, it's pretty hard to back in the game, almost impossible.
Also that's why you don't see more shaco players playing lanes. You just need to play perfect against players that make mistakes and kill you even like this. just sux

Im not high elo but my guess is teemo wants to shove each wave as hard as possible for shaco to lose cs rather than trade health and be put in a position where shaco has kill potential. you can see this in the way he prioritizes killing boxes and only fights after shaco uses his q for safety.
basically his range advantage is better used on the wave itself than risking fighting shaco.
