What happen to 461 visa holder after 1st of July 2023, if the live in AU for 4 years, are they eligiable to become AU Citizen ?

Can you apply for PR or citizenship after the 5 years?
If the New Zealand sponsor gets Australian PR or citizenship, then you will be able to do 820/801 partner visa, and then citizenship. 461 in itself does not lead to PR or citizenship.

You can't. You need to be married or in a de facto relationship with a New Zealand citizen for this visa.

Under legislation, there is no provision to grant a person who has lodged their first subclass 461 application a visa when the relationship with the New Zealand citizen has broken down. If you are not eligible for another visa, you may choose to withdraw your subclass 461 visa application and depart Australia.
If this is your second or subsequent subclass 461 visa application then you may be eligible for the grant of a subclass 461 visa in these circumstances. This is provided that you are no longer the Member of the Family Unit of the New Zealand citizen with whom you were granted your first subclass 461 visa. You must not have become the Member of the Family unit of any other person whether or not you continue to be in a relationship with that other person.
