Might just be immersive perimeter units. That guy with the bandana does kinda look like a Los Locos member, but might also be one of the Left Behind. Might also be questioning that other civilian...guy with the soft-armor vest might be another civilian veteran.
Just set dressing. Briefing says LSPD cleared all floors except the last and that is where your element comes in. This game makes your element feel like the only LSPD SWAT element in the field but it's not the case. Wish we had more set dressing like this. And yes the lore is confusing on this, remember on Relapse that briefing says two teams will clear each side of the hospital but in gameplay your sole team does it all alone... just major contradictions.
the dirtiest one is carriers of the vine where it says theres an officer pinned in the courtyard that needs help asap, they add a crashed police car at the start, but the officer does not actually exist nor does his corpse.
