Now in 2024 conditions are much different. Home department and other vital powers are with LG. ED and I Tax etc are terrorising forces against corruption. For financial matters UT is dependant on centre, The path will not be so easy for new CM.

But these rules are under several reservation acts thats why some ammendments should required so consent of L G may be must. I think so
