Blonde, Shadaloo Doll who was freed of their mind control prior to their playable debut, became affiliated with international governing bodies in order to stop Shadaloo, still struggles with Psycho Power flashes, memory loss, and an uncontrollable urge to adopt pets (only difference is Cammy prefers cats over dogs).

Viper, and probably other characters, they all fought copies of Seth roaming the tournament. (Ryu does fight the main Seth in SF4 OVA, but that OVA is not canon)

Abel could've been SOOOOO interesting as a character. Unfortunately, he doesn't really have a personality, and his amnesia trope has been done to DEATH. Also, if he was created from a lab, then why was he French? Sure, there are stories of people developing foreign accents due to brain damage, but, Capcom doesn't really address this.
