Looks like most swivels raised seat 1.5” since they use stock bottom mount. Thinking this one uses new base so no height difference?

Yes, I'm 6'-6" tall and most swivels add height as you say which won't work for me. This kept seat at stock height, perfect for me.
Can you recline the seat when it’s facing rearward?
Sure can! Not fully -- but enough to be comfortable.
Yes, not a ton, but enough. I wish it went back a little further, but that's no fault of the seat base.
