If its on phase 5 or higher the Wardens wont be able to defeat it due to it being higher up in the air, having a beam that will drop the majority of Wardens if there are too many and even though the few Wardens that remain will cause some damage and die the Wither Storm will be able to recover all health in time due to it being damaged with a huge delay and in smaller amounts during its strong phases. Its almost impossible to spawn and bring hundreds of Wardens to the surface in survival, just flr the sake of setting up an army against the Wither Storm. By the time u spawned the Wither Storm and got all the Wardens on the surface its already waiting for you to use the F-bomb, but its unbeatable for the Wardens already due to it having evolved too far. phase 0-3 are managable for the Wardens, phase 4 makes it harder and anything higher makes it impossible for the Wardens to win without either admin help or heavy, time consuming processes in survival mode. So my conclusion is that Wardens can beat the Wither Storm as long as it doesnt go past phase 3-4. Otherwise the Wither Storm will win unless a big group of players helps the Wardens to get into the Wither Storm and somehow gets them to destroy the command block by building some kind of staircase every hit.

I think for a fairer battle, you would have to have a warden with a command block on his chest, that as time goes by, he gets stronger and his appearance changes

Wither Storm stage 1-4 = Wardens win
Wither Storm stage 5+ = Wardens don't even fight and just occasionally get eaten by the Wither Storm
Eating those wardens is like biting into a pebble and chipping your tooth in the process
No stage 1 warden won and then 2-7 wither storm won i also watch other youtuber that wither storm still can kill all the warden at phase 2 or 3
