So many good places. Closest is the Willamette river. The upper and lower rivers are both loaded. Every boat ramp has plenty of rocky structure near them. The Columbia has fewer fish but better quality. I like to launch at Stevenson, WA but once again any place you can launch will have tons of fishable water.
I don't fish for salmon but I would imagine that you could try something like this, perhaps with the hook connected to the line with a swivel and a plug cut herring as the bait. I think it would be very similar to mooching except the weight would be below the bait instead of above it.
