The devs stated they made Lugia psychic type instead of water type because they felt psychic was more mystic and “legendary” feeling than water. For ho-oh, fire typing already felt powerful enough for them.
The fact that he was either laughing or on the verge of laughing the entire video definitely helped to set the tone. This is probably the longest I’ve had a smile on my face while watching a video in a long time :)
